Navigating the Land Development process can be can be challenging, depending on the size and scope of the development project. There are many interconnected parts to the process, with some of the parts managed locally and other parts managed by state, federal, or even private entities. All these parts must be integrated to enable a successful and efficient Land Development process.
Most often, the Land Development process revolves around the Land Development Plan submission, review, and approval as managed by Adams County's local units of government or municipalities. Each of Adams County's 34 municipalities (boroughs and townships) possess Land Development Plan review and approval authority.
All of Adams County's municipalities operate within the requirements of the Pennsylvania Municipalities Planning Code. However, each municipality has adopted its own requirements, procedures, and practices that guide their specific Land Development Plan process. Close coordination with the municipality where the Land Development is proposed is essential to ensure timely reviews and approvals.
The Adams Economic Alliance recommends that communication with the municipal officials responsible for the Land Development Plan submission, review, and approval be initiated early, be transparent, and be maintained throughout the process. Providing municipal officials with Sketch Plan submissions and complete information regarding a proposed project early on can help reduce or even eliminate setbacks later in the review and approval process. Viewing municipal officials as partners, rather than adversaries, goes a long way to facilitating a successful approval process.

It is a market-based approach that draws upon geographically specific expenditure data related to a family’s likely minimum food, childcare, health insurance, housing, transportation, and other necessities (e.g. clothing, personal care items, etc.) costs.
The living wage draws on these cost elements and the rough effects of income and payroll taxes to determine the minimum employment earnings necessary to meet a family’s basic needs while also maintaining self-sufficiency.
